When Jack Frey first broke ground on Dogwood Estates in 1977, he wasn’t just developing land—he was shaping a legacy. What began with a deep respect for nature and an extraordinary eye for the land's potential has grown into almost five decades of creating Houston’s premier acreage communities. It all began in 1977 when Jack Frey broke ground on Dogwood Estates. Rosewood Hills was developed swiftly after in 1978, and throughout the ‘80s, the company developed Holly Creek, Holly Creek Estates, and the Village of New Kentucky.

In the 1990s, Timbergreen and High Meadow Ranch began development, and High Meadow Ranch quickly became the leading acreage community in Montgomery County. The Village of High Meadow opened in 2002, expanding on the renown of High Meadow Ranch. In 2008, High Meadow Estates opened. 

The Preserve and The Grove were developed in 2020, further expanding our portfolio in Montgomery County. Then, in 2022, we expanded into Grimes County with the opening of The Cedars in Plantersville.

High Meadow Development entered its third generation of ownership in 2023 as David and Aly Frey stepped into the company’s leadership role. That same year, expansion continued with the opening of The Manors and High Meadow West.
